Tony Cucolo

President and CEO

Tony was selected to be President and CEO of PCSI in April of 2021.

He served more than 35 years in the U.S. Army, retiring at the rank of Major General in September 2014. His uniformed service took him worldwide, leading organizations varying in size from 100 personnel to 22,000 in peace and war. He led Soldiers in the Balkans, Afghanistan, and Iraq, led analysis teams in combat zones and on natural disaster recovery efforts such as Hurricane Katrina, and commanded the 3rd Infantry Division, a 21,000 Soldier organization based at the largest Army post east of the Mississippi. Additionally, Tony’s general officer duties included developing $35B equipping strategy for the Army, serving as the U.S. Army’s Chief of Public Affairs, and a final duty as president of the US Army War College.

After transitioning from the Army and prior to leading PCSI, Tony spent over four years on the executive team of the University of Texas System Administration. His duties there included building the System’s strategic plan, conducting leader development programs for students, faculty, and administrators, and providing advocacy and support for all veteran students and employees across the System’s universities and medical institutions.

In 2019, he helped establish the National Security Innovation Council, an Austin-based non-profit organization that connects businesses, entrepreneurs, and academic researchers from across Texas to help solve national security problems. He remains their vice chair and senior military advisor in a pro bono capacity.

He sits on several boards, including service on the Board of Directors of Texas 2036. Tony and his wife, Evanthia Magni of Athens, Greece, make their home in Leander, Texas.

Mark Jones

Chief Financial Officer

Mark Jones joined PCSI in 2018 with 20 years of prior experience as Controller and Chief Financial Officer. His areas of expertise include financial analysis, financial reporting, budgeting, strategic planning, and process improvement. Prior to joining PCSI, Mr. Jones was the Chief Financial Officer for Hill County Memorial Hospital for ten years.

As part of the executive team, he produced record revenues and profits. The hospital earned the Malcolm Baldrige Award and Best Practice for Leadership Systems during his tenure. The hospital also achieved the “Top 100 Hospital” award 6 times. As CFO, he is responsible for coordinating and managing the company’s financials as the company grows. Mark holds an MBA and CPA from Colorado State University.

Vanessa Ferguson joined PCSI in 1996 when the company acquired the Food Service Contract at Fort Hood, TX, where she had been employed since 1987. Vanessa has worked her way through the ranks and was promoted to Senior Vice President of Workforce Development in July 2020. She oversees the Rehabilitation and Special Projects Departments, ensuring that our employees and customers with disabilities have the tools to be successful in the workplace.

Vanessa currently serves on the Board of Directors for Imagine A Way and participates on many committees, including the 898 Panel on Department of Defense and AbilityOne Contracting Oversight, Accountability, and Integrity (sub-committee), Texas Preventing Human Trafficking, National Employee Research (ERS), Veterans Initiative & Employment Committee, and Grassroots Advocacy. She takes pride in being the voice for many who are not being heard.

Vanessa is certified as a Community Rehabilitation Program (CRP) Director for the State of Texas Vocational Rehabilitation and completed The University of North Texas (UNT) Director of CRP Employment Services for Individuals with Disabilities and the UNT Workplace Inclusion and Sustainable Employment program. To date, Vanessa’s greatest professional accomplishment is the creation of PCSI’s first organic growth program, the Community Employment Program (CEP) – “So That No Person Is Left Behind.”

Kevin Cloud is a Louisiana native who joined PCSI in 2000 after a 20-year career in the Air Force. He is the Senior Vice President of Corporate Services for Professional Contract Services, Inc. (PCSI). His responsibilities include Contract Administration, Safety and Risk Mitigation, Quality, Compliance, Information Technology, Security, and Facilities. He obtained both his BA and MA in History from Louisiana Tech University and went on to obtain his MBA from the University of Washington.

Kevin has over a 20-year career in the Air Force, with the majority of the time in procurement. Procurement experience ranges from major weapons systems, joint service, installations and international to include staff and command positions. In addition, he served in the US Embassy in Copenhagen, DK on the Ambassador staff. Kevin is involved in a number of professional affiliations including the National Contract Management Association (NMCA), the American Society for Industrial Security (ASIS), The Society of Industrial Security (NCMS), and the American Veterans Association (AMVET).

Gary Anderson is the Senior Vice President of Business Development at Professional Contract Services, Inc. (PCSI), promoted to his position from Vice President in September 2024.  Since 2013, Gary has been instrumental in expanding employment opportunities for Veterans and people with disabilities within the AbilityOne program and beyond. He also coordinates teaming partnerships with a variety of businesses, including other social enterprise, service-disabled Veteran-owned and 8(a) small businesses. He is proud to have served on multiple workgroups at SourceAmerica, including Mentor Protégé, Information Technology, and NASA SEWP subcontracting. Working together, PCSI and these teaming partners provide the dignity of meaningful work to thousands of people around the country.

As a tireless advocate for the PCSI mission, Gary has worked with other PCSI stakeholders to establish staffing through our Community Employment Program with educational and employment partners, including Amazon, to hire employees with disabilities. Gary targets opportunities for competitive employment in both the Federal and commercial marketplaces. He was also integral in launching PCSI’s first Project SEARCH site in San Antonio, Texas. 

Before PCSI, Gary worked in business development for more than 20 years in the healthcare and financial services sectors. He was the Portfolio Manager and Key Account Representative for UniFund, in Cincinnati, Ohio. Prior to that, he was Director of Sales at HHA Services, now ABM Healthcare, where he developed new business across 19 states. Gary holds a bachelor’s degree in marketing and business administration from Tarleton State University.

Cyndi Greene

Ms. Greene serves as the Senior Vice President of the People Team for Professional Contract Services (PCSI), Inc., and is a Human Resources professional with 20+ years of experience. In her current role, she is responsible for programs and policies that promote PCSI employee’s well-being and quality of life.  She has led human capital functional areas in large organizations such as Motorola, Freescale, and Endo Care. She has served in a Vice President Human Resources role for several companies and has established and developed functions to serve smaller high-growth companies, as well as large-scale corporations.

Before joining the PCSI family, she spent 12 years proudly serving her country in the U.S. Air Force. During her tenure in the Air Force, she served in multiple Administrative and Customer Service roles. Ms. Greene received her Bachelor of Science Degree in HR/Organizational Development from the University of Maryland and holds a Master’s in Public Policy from the University of North Carolina. She believes that PCSI is the best-kept secret in Austin, Texas.

Eric Barbosa

Eric Barbosa has been an attorney for almost 20 years in private practice, as an outside general counsel to several companies, and as an executive/general counsel at PCSI. He has provided legal advice to Fortune 500 companies, professional sports teams, and a variety of government contractors. A graduate of West Point and The University of Texas School of Law, Mr. Barbosa has been noted among the San Antonio Business Journal’s 40 under 40 Texas Monthly identified him as a “Texas Rising Star Lawyer” in 2007, 2008, 2009, and 2010.

His areas of expertise include commercial litigation, labor and employment law, arbitration, intellectual property, and sports and entertainment law. Prior to his legal career, Mr. Barbosa served six years as a U.S. Army Officer on postings that took him to Fort Hood, Fort Benning, Fort Knox, Camp Casey Korea, Fort Irwin, and back to West Point to work in the Office of Admissions.

Curtis Cannon

Curtis Cannon serves as the Senior Vice President of Operations for PCSI. Curtis joined PCSI in 2015 and implemented practices of continuous improvement and leadership development, with an emphasis on improved communications and support to projects throughout various job sites. Prior to joining PCSI, Curtis held key positions on several U.S. Government contracts and proposal/business development wins for DynCorp International (DI). While at DI Curtis progressed in positions starting with Deputy Program/Business Manager, several operational roles in the Logistic Civil Augmentation Program IV (LOGCAP), culminating as the LOGCAP IV Director of Operations. The LOGCAP IV contract consisted of four Task Orders in the countries of Afghanistan, Kuwait, and Oman with a peak of 18,000 employees. Curtis led numerous special projects while at DI, with the final consisting of a 3,000-employee transition in Kuwait. Prior to his civilian experience, he served 8 years in the U.S. Army as an Army Officer deploying several times in support of Operations Enduring Freedom and Iraqi Freedom.

1996

A Mission of Inclusivity and Opportunity

Six years after the signing of the Americans with Disabilities Act (ADA), Frank Arevelo, Carroll Schubert, and Tony Rangel embarked on a mission: to create a non-profit organization dedicated to providing employment opportunities to talented people with disabilities. “Physically Challenged Service Industry” (PCSI) was founded in San Antonio, Texas, the Military City, on April 16, 1996, as a contracted service provider to the U.S. Federal Government. From the start, we’ve reimagined what our industry and employees could achieve when inclusivity, empathy, and unlimited support are the primary goal.

1997

PCSI’s Federal Contract Milestones

We were awarded our initial federal contracts under the Javits-Wagner-O’Day Commission, now known as the AbilityOne Commission. Our first federal contract was granted to the U.S. Air Force at Joint Base Camp Bullis in 1997, and to this day, we maintain Total Facilities Management services there. That same year, we were tasked with operating 12 secured warehouses at Fort Hood, Texas, including the world’s largest Class 9 bonded facility housing duty-free stores.

2001

New Name, New Era

With a new millennium came a new name, headquarters, and opportunities. In 2001, we changed from “Physically Challenged Service Industry” to “Professional Contract Services, Incorporated” to convey the motivation of our founders in providing superior customer satisfaction. Proving successful, we moved from San Antonio to Austin and expanded our services beyond Texas. Our first Healthcare Environmental Services contract was awarded for Evans Army Community Hospital in Fort Carson, Colorado.

2010

Expanding Horizons and Diversifying Services Nationwide

Between 2010 and 2015, our organization saw unprecedented growth. We extended our reach to the Pacific Northwest and expanded our services to non-government customers. We were awarded our first multi-faceted contract at Naval Medical Center Portsmouth, Virginia, encompassing both Healthcare Environmental Services and Total Facilities Management.

2020

Building a Legacy of Accessibility and Inclusivity

In 2020, we started the groundwork of a 40,000 sq. ft facility where our team could continue to embody the mission our founding fathers had enacted. Accessibility and inclusivity were at the forefront of every architectural and design decision. The Carroll Wayne Schubert Building was named in honor of the former founder and CEO.

PCSI Present Day

Today we employ over 2,000 people across the United States and continue to demonstrate how a business can be profitable, inclusive, and impactful without compromising our principles.
